What is TRAI TCCCPR rules?
India's rules for commercial calls and messages: the Telecom Commercial Communications Customer Preference Regulations, 2018 (amended 2025).
Definition
TCCCPR 2018 is TRAI's framework against unsolicited commercial communication (spam calls and SMS). It covers customer preferences (DND), consent, registration on DLT, number series for commercial calls, complaint handling and penalties. TRAI amended it in 2025 to tighten enforcement against spam.
Key ideas
- Promotional calls need consent or must respect the caller's DND preferences
- Commercial calls go out from designated number series (TRAI assigned the 140 series for promotional calls; the 1600 series is being used for service and transactional calls by regulated financial entities)
- Customers can complain; repeated complaints have consequences for the sender
- Calls must happen within permitted time bands
